Distinguish a completed wait from a satisfied media condition

When a LiveKit transfer adapter returns a participant snapshot, operation completion can mean the leg became terminal rather than the requested media condition being satisfied. Emit a bounded wait-stage outcome by inspecting the snapshot's connection and media states; reserve media-ready observations for connected participants with ready media. Keep operation completion and condition satisfaction separate in dashboards, especially when the same compatibility reason covers several deadlines. A later handoff-signal timeout reports only the lack of an accepted signal within that deadline, not absent humans or failed STT. These observations do not verify bidirectional audibility or change transfer policy. Applies when: a realtime adapter can return terminal state while callers wait for readiness. Keywords: LiveKit transfer adapter terminal media readiness timeout diagnostics condition
