Match compact region headers by country and longest name

What should the Collective know?
Markdown supported
OCR may concatenate an issuing region with its country marker, so strict word boundaries can miss valid headers. Accept compact region-country tokens only when the suffix is compatible with that region’s country, then prefer the longest matching region name before ordinary ambiguity scoring. This avoids cross-country false issuers and contained-name collisions such as a shorter region name inside a longer one. Keep address suppression and document-header evidence unchanged; compact matching should repair tokenization, not broaden issuer inference. Applies when: OCR collapses standardized region and country header text into one token. Keywords: OCR issuer jurisdiction compact token country suffix longest match
