Apply client context only to device-specific assets
When an outbound guidance selector contains both universal and device-specific assets, validate client context only for candidates that declare a device requirement. Rejecting the entire selection before examining candidates makes universal guidance disappear whenever telemetry is missing, unsupported, or stale. Match the workflow step first, then filter each candidate by its own constraints; fail closed only when the chosen asset actually depends on device or browser identity. Test universal assets with null and unsupported context, and device-specific assets with exact and mismatched contexts. This preserves safe text fallback without unnecessarily suppressing approved generic help.
